Richard Montgomery served four terms on the Manhattan Beach City Council from 2005 to 2013, and 2017 to 2024.

In his first term as Mayor, he led the city during the “Great Recession” in 2008-2009. In his second term as Mayor, he was leading the City in its 100-year Centennial Celebration in 2011-2012. And in his third term, Mayor Montgomery led the city from day one during the COVID 19 worldwide pandemic in 2020.

He has served as President of the Independent Cities Association (elected officials from 43 cities throughout Los Angeles and Orange County), Director of the Sanitation Districts #5 & #7 in Los Angeles County and served as Chair of the Small Craft Harbor Commissioner in Marina Del Rey representing LA County Supervisor Janice Hahn.

He also served on the Salvation Army Board (South Bay) and has been the President of the Manhattan Beach Hometown Fair, the Beach Cities Toy Drive Board & Manhattan Beach Fireworks Association Board since 2005.

He is currently the President of the Manhattan Beach Rotary Club, Vice President of the Hometown Fair Board and serves on the Board of the Roundhouse Aquarium, Manhattan Beach Co-ordinating Council and Love MB Foundation. He is also on the MBEF Wine Auction Committee.

And is the 2nd Vice President of the Los Angeles World Airports (LAWA) Community Noise Roundtable regarding airplane flights and noise over Manhattan Beach.

His occupation is the California Government Affairs Manager for a national “outdoor” advertising company based in New York. His responsibility is to provide government relations support and legislative policy direction with local, county and state government agencies throughout the State of California.

He is also a former reserve police officer and resides in Manhattan Beach with his wife Diane.
